Some initial analysis. This error appears wrapped up in the conversion of CPE
descriptors from using "include" to "import". See
http://uima.apache.org/d/uimaj-2.4.0/references.html#ugr.ref.xml.cpe_descriptor.imports
The code throwing the NPE is written to update the "Include" part of the
collection reader description, but that's null; the "Import" part is not null.
There is a difference in how relative paths are resolved, according to the
documentation - for Includes it's against the current working directory; for
Imports it's against the path of the descriptor containing the Import.
