Some comment about the NOTICE files.

NOTICE files are kind of Viral, in that the Apache license says that they must
be reproduced in further packagings and distributions.  Therefore, the normal
convention is to keep NOTICE files as empty as is reasonable, and only put
things there that must be included (because of other distributed thing's license
requirements) or your own intent.

I see some projects have additional NOTICE files with them, other projects do
not have these.  Is this intentional?  Can the information be in files other
than official (viral) NOTICE files?
