Stopping a service manually or because of error should not lose the "autostart"
flag, and should not require a new "start" to remove the "stopped" state.
Manual stop/start of SM should not lose reference-started state.
CLI is slightly reworked to introduce "enable" and "disable" to handle errors
without changing "autostart". Also exposes to the CLI functions to permit
seamless owner or administrator change of service from manually managed,
reference-start/stop, or autostart.
