You can read all about the problems on the repository mailing list
([email protected]).  They are running in a degraded mode due to multiple
disk failures, and had to do something to get the sync-to-central process
unstuck and going again.  I think they replaced "rsync" with something better,
too. 

They said everything was working again, and I checked (from the USA) and saw the
ruta 2.1.1 artifacts here:
http://repo1.maven.org/maven2/org/apache/uima/

except for the ruta-docbook, but probably the build was enhanced to skip putting
this there.
