One common use of the workitem CAS is to modify flow of the workitem CAS.
Instead of returning it after the CM, sending it to the last component or to
all remaining components. bug: if the Workitem FS is created but neither
sendToAll or sendToLast features are set to true, the workitem CAS is sent back
to the CM.
