Dump shows that Orchestrator is leaking Job Driver publications.
OR keeps JD pubs in a map. This was introduced in 2.0 and there is no good
reason to do this. The only information fetched from these kept pubs are
related to work items: total, done, error. This info can easily be kept in the
DuccWorkJob instead.
