For the moment - implement search-order keyword in the nodepool configuration,
to be used as a tie-breaker when trying to find a good candidate nodepool for
the next share assignment.
This isn't the best way to solve this; instead we want RM to do some reasoning
and work it out automatically. This update is a short-term fix and will be
replaced after a bit of research into how best to automate the solution.
