In more recent libcgroup there is a bug that causes cgexec to return a bogus
error code even though a cgroup is successfully created and functioning.
Enhance Agent bootup verification code to check if cgexec actually succeeds in
creating a cgroup. Also do the same check for each process launched to make
sure cgroup is viable. If the test fails, log a problem and disable cgroup
functionality but allow an Agent to start
