Work item timeouts should be treated just like work item errors, subject to the
plug-in error handler's decision making heuristics and if deemed an error
(usually) counted towards the maximum number of errors tolerated for the Job
before it is killed.
Also, timeouts should be recorded in the jd.err.log.
