A while back, people noticed that Jira bulk changes could not be applied to
closed issues, so, a practice of resolving (but not necessarily closing) issues
has crept into our process, and has been there a while.

I don't feel strongly one way or another - I tend to tread resolved as "work is
finished", more or less the same as closed.
