On startup an Agent tries to cleanup cgroups before it actually run tests to
determine if it should run with cgroups enabled. Under some scenarios, the
agent will not be able to remove cgroups created on a node by a different user
in which case an agent keeps trying the remove indefinitely making the agent
unusable.
Modify agent to first test if cgroups are viable and if not skip the cleanup
step.
