Job Drivers (JDs) should not log "raw" exceptions when unable to communicate
with the Orchestrator (OR). Instead, add to log: "Status reporting stopped.
Condition may be temporary." and when condition is cleared (if ever) add to
log: "Status reporting resumed.".
