Burn Lewis updated UIMA-4921:

    Description: APs should be put on the "least-loaded" machine.  Base load on 
the % memory in use as the simplest approximation to CPU usage.  Separate 
instances for a service are already stacked horizontally for greater 
reliability.  JPs for a job may benefit from vertical stacking by sharing 
resources.
