1. update org.apache.uima.ducc.common.NodeConfiguration to provide the
capability to find ducc.nodes file containing the specified -f node
2. update ducc_util.py to provide utility that returns ducc.nodes file for
given node
.3 update move_ducc to allow moving when current head node is in ducc.nodes
file and new head node is not
