Presently ducc_watcher is a stand alone script with no dependencies on 
ducc.properties or any other DUCC python code.  In order to monitor JD 
allocation,  a new parm
--jd_allocation_class = JobDriver
would need to be specified. This is fine, but just to be clear ducc_watcher 
will not be able to automagically look into ducc.properties to find the JD 
allocation class, if any.
It's mission:
# + purpose: send e-mail when a DUCC daemon state changes to not up
would also be changed:
# + purpose: send e-mail when a DUCC daemon state changes to not up or a JD 
allocation is not available
But if the --jd_allocation_class is not specified, then ducc_watcher won't 
watch that aspect!
