Looks pretty good!  I don't think you need a separate thing for the composite
site; it's quite trivial, so just including it is fine in my opinion.

The composite update site had the uimaj-3xx stuff, and the Ruta 3.0.0.  I was
able to install Ruta 3.0.0; it installed uima 3.1.1.

Also tested with installing uima 3.1.1 first; worked fine that way too.

Checked source-release signature - ok

Build-from sources - OK

Note: still dependent on eclipse stuff downloaded from repo at averbis.

Release-notes: under Major Changes - I think it needs to indicate this depends
on UIMA version 3, and any user code that might use user-customized JCas classes
will need migration.  (This might be quite unlikely, for typical users, though).

There doesn't seem to be any Jira "release" for ruta 3.0.0.   The Jira Version
used for creating the issues-fixed is wrong - it's 2.7.0
