**Describe the refactoring action** Move the contents of the following packages from ruta-core-ext to ruta-core: * org.apache.uima.ruta.action * org.apache.uima.ruta.block * org.apache.uima.ruta.type **Expected benefit** These packages overlap with packages of the same name in ruta-core (i.e. they are "split packages").
