I think that scopes should be "under" a more global level such as a
"repository". So basically we could have :
client -> repository
site -> scope
so for example the profiles would be grouped by client, while the segments
would be grouped by repository and then by scope underneath.
So in effect:
An Apache Unomi server could contain multiple repositories, that can each
contain multiple scopes
This is something that was discussed during the Context Server specification
discussions, but not kept in the spec to keep it simple, as repositories could
be mapped to server instances.
But in the implementation (Apache Unomi), it makes sense to add it I think.
