It's fine to vote people directly into both roles if the PPMC trusts them. My view is that in a top-level Apache project committers can't do any real harm, if they misbehave the PMC can just block their commit access temporarily if needed, and in the extreme case they have no formal decision power anyway - although their opinion is generally taken very seriously, that's not a formal requirement. A problematic PMC member, on the other can, can be harder to manage as kicking off a misbehaving PMC member is harder, they need to have done something really wrong for that to happen. I've seen only a handful of such events in 18 years of Apache activities. So I tend to be more cautious about electing PMC members and usually like to see them operate for a while as committers first. That's just my view, and I have no reason to think there are any problems in the Unomi community - I just wanted to mention these considerations in view of graduating. -Bertrand
