VCL-776 - rework resource code to have a base class for all resources and
inheriting classes for each resource type
utils.php: modified getProvisioningTypes: changed separate if's in while loop
to if/elseif/else; handle bare metal and none types, then let everything else
fall into being virtual - this allows people to add other types a little more
easily (as long as they are virtual)
