Is there a binary artifact we should be looking at?

If not, remember that votes for releases need to be a specific set of files
(not svn head).  Typically the process is
* create an svn branch for DVSL_1.0
* build the release files from that branch
* upload them to the release manager's web directory at people.apache.org

We then vote on those specific tar.gz/zip/jar files.  (not the latest in
source control).  If there is a problem with the release, the RM fixes the
branch and creates a new set of proposed release files.

We've been fuzzy about this process in the past, but clarified this early in
the year.
