If it is in the banner, yes, on all the pages. This is not bad, exactly but not great. FWIW, for me, on Windows XP and Mac OS X (Firefox and Safari), the page is unbalanced: the banner looks crammed and the footer is at least 1/3 of the veritcal space. So, moving the NLC back below the tabs would probably do to re-balance the page.
