I can't imagine why all this red tape is necessary. The project leads are 
not web designers or usability experts. Those who are should be subscribed 
to this list. Instead you propose asking the approval of people who were 
never involved in the process, don't know the design goals, the principles 
employed, or the usability concerns, that led to the creation of this site. 
In other words, you choose a process that only invites failure.
