I'd prefer if the "contributing"-linkd would point to the
contributing-index page, not to the programming sub page.

Hmm, not exactly what I think about it. I think we can have both, but
the contents of the current development page 
http://development.openoffice.org/index.html
doesn't match what I expect from a link called "Development"

Furthermore it is more important to make it easier for new users to
step-in and contribute -> The contributing page should be more
prominent.

The current state however is confusiong.
