UPDATE
I try "cvs -d :pserver:[EMAIL PROTECTED]:/cvs login" and get a password prompt. However, It won't accept my current OOo password, or any other. In the logs there is simply a brusque "connection refused"
It does work from linux. sort of -- there are other problems. and command line cvs is no fun at all. But it looks to me as if the problem lies with tortoiseCVS my end. Bugger.
