Then it will break once eo.ooo is static.

I failed to identify the file that adds this header in look. Either the
template for that one is hardcoded (I doubt that - the labels are
tranlatable) - or not available in the overrides.
(I checked look-cvs and
http://look.openoffice.org/dist-branding-overridable/ )
Some CollabNet engineer has to change the template or fix the template.
This is a bug in SourceCast.

It opens the tag, but doesn't close it when using index.html When not
using index.html as description, it will always add a closing </p> tag.

This is a bad misconception and makes using index.html very hard.
