how can you actually know that the openoffice.org is a an end-users page? Or is it an end-users page because you say so? And what are end-users? Actually, I am pretty sure that the main page can be designed in way, that it is usable/attractive for the whole audience, and certainly all stakeholders.

The accepted projects _are_ stakeholders of the OOo website. Their needs need to be accounted for as well. The projects are in need to get more interest and to attract more contributors, otherwise the whole project (all of OOo) will suffer, including the "end-users". Actually, it must also be in your interest, to find a way to balance the interests of the different groups (end-users, power-users, commercial interests, accepted projects, native lang projects, ...).
