Have a look at http://webiste.openoffice.org and your question is
answered. Kay was the co-lead before I took over. Louis was and is the
other lead.

Who "signed" it? Or designed? The design mainly was crafted by Maarten
(murb), based on the suggestions and previous drafts by various people.
