(I tried to give some pro and cons for using actually the moofx library)
But a 20KB JavaScript file downloads far quicker than a 20KB image
(probably through compression done by the ISP). The current website is
some 170KB all up. With the MooTools .js file, the new design will
still be less than 40KB in size, so I see no problem with that.
I'm actually pro using that script, and not reinventing the wheel. I agree 20KB is nothing. But some may think that for 'just fx' it is a bit too much?
Since there will be a style change, I'd put one page in between that
kind of leads toward the style change. I don't know anything about the
why pages, they have never really been discussed here. I guess marketing
maintaims them?

You are talking here about the newly proposed why page, right? I think again that you should ask the marketing folks. Still, if that new page does not feature the same heading, I would introduce some step in between. Not directly from the main page...
I want to download OpenOffice.org
-- this will contain the download options discussed in the one-click
download thread - the detected OS & language will be displayed, along
with other options - JRE/no JRE (or equivalent OS-specific options),
download a different language, download via torrent, where you can get
the CD from, and so on.
What I proposed was that the box would open up (see the moo fx website),
and you only get a direct, minimum (one if possible) click, download
button and some small links to 'other downloads', 'cd-roms'.

I don't see how this differs to what I wrote above:
 - one-click download link if possible
 - link to customize download - pick other languages, OS'es, etc
 - link to more info on the CD
 - link to torrent [optional] (if there is a sizable number of people
using this)
It is just that the options imho should kind of be limited to 'One click' (big button) and a few options more that are significantly smaller... not completely trying to replace the current download site within the mainpage.
What I am kind of unsure about is, is whether all blocks should use the
moo fx accordion effect... e.g. help may need a little bit of more
explanation than only a few links 'go to forums', 'go to mailinglist',
'download user guide' and 'complete overview'. I think in this case it
would be better to open up a new page allowing for a bit more space to
explain things... My idea was to have only limited text when a box opens
up... but we could see what works or not.

What I don't like about this approach is that it puts an additional
click and a page between the visitor and the content. But if we only
present them with uninformative links like 'Go to mailinglist', that
would be even worse. The way I imagine it is somewhere between these
two - a brief sentence or two explaining each option. Just like 'I
want to download OpenOffice.org' will appear instead of 'download', a
descriptive sentence or two can appear instead of 'go to mailinglist'.
This shouldn't require much space if done right, and it would avoid
loading an extra page in-between. Otherwise, if every option was going
to lead to an "in-between" page, then we wouldn't need the accordion
at all.

I think that new users need this maybe bit lengthy information to feel more confident. Experienced users don't need this at all. You are right about the fact that in that case we don't need the accordion effect... I like the effect myself as well... but we should use it only when its use is justified.
