I had this problem and I thought I had found the root cause:
http://website.openoffice.org/servlets/ReadMsg?list=dev&msgNo=9242
but we had the same problem again with http://pl.openoffice.org/planeta
which would suddenly display garbled characters for no obvious reason.
However, it's now been working happily for several months (or Marcin has
found a solution).

So don't despair - with patience, Collabnet can learn non-English
languages ;-)
