This is an internal Oracle communication-related policy. I do not see why OpenOffice.org contributors should be concerned with it or even discuss it. It is individual effort of Oracle employees to be informed and play by the internal rules. If you want to discuss it with Oracle employees or maybe you would like to warn your friends working at Oracle about this policy, there are far better ways than website-dev public mailing list.
