You can just download the tarball during the build process. this is done
by many other Apache process. That would probably solve this problem.

A question about the release. Is it true that you have a binary tar.gz

the release folder? under witch license are this binaries? As far as I
know, the normal way under Apache is to host such binaries outside ASF
infrastructure.
