Difficult situation. Apache projects definitely use English as the default language, but with an existing userbase that is used to create issue in Chinese, this would be negative to enforce.
I saw some people using Google Translate to translate the question, then repost the question in English before answering. That makes it clear(er), that English is the preferred language and also allows people like me to participate. Then you can answer in English and optionally also include an automated translation again. If you know both languages, then you can quickly check of the translations make sense. I on the other hand, would probably just answer in English and leave the translation up to the user as I have no grasp at all of Chinese.
