This is just my personal opinion, but: I'd talk about development in English, but answer users in Chinese if they ask their question in Chinese. I know that makes for some awkward transitions since the shift between explaining something to a user, and recognizing an area where improvement is needed is sometimes gradual. But some users won't speak English, and you want to be able to help them, or capture their needs. Google translate is something anyone can do after the fact too, and translations are constantly improving, so why freeze the translation in time?
If you'd like more opinions (and can accept that they are likely to be contradictory : o), consider asking the incubator community at large.
