Subject: Limited Experiment for Whimsy

Dear President:

At the Board's meeting on November 18, it approved (by general consent) the 
allowance of the Apache Whimsy Project to launch a limited experiment (if they 
wish to) in using GitHub as their primary development location. This experiment 
is conditioned upon several factors:

* This is ONLY available to the Whimsy PMC, due its unique makeup (eg. 
old-beards and Officers only), its small community, its limited users, and its 
slower rate of development (an initial necessity in testing multi-master VCS)

* The Whimsy project will switch to monthly reporting while this experiment is 
being conducted, and each report will include a section directly related to the 
results/discoveries of this experiment

* The primary goal is to determine if the ASF can capture and retain (all) 
necessary information related to our goals of establishing provenance of any 
work performed.

* Pushes to git-wip and GitHub will be restricted to ASF Members, and no GitHub 
Pull Request will be accepted unless/until an ICLA is on file for the 
submitter. (note: technical controls on git-wip cannot distinguish whether a 
Whimsy committer is an ASF Member or not; this implies all/new Whimsy 
committers must be Members; please raise a flag with board@ if this will be a 
problem)

With the above conditions in mind, we request your Office to assist the Whimsy 
PMC in developing/deploying any necessary technology and controls/requirements. 
The Board has no "failure conditions" at this time, so we leave it with you to 
determine if/when this experiment should be terminated. The Board acknowledges 
that information loss may occur, but considers the Foundation to (overall) 
retain appropriate provenance of the Whimsy codebase due to the conditions 
stated above.
