The update PMC list function currently uses today's date as the start date when
updating committee-info.txt.
This is correct for additions to the PMC, but not for PMC establishment, which
should use the date of the board meeting.
The code should either reject attempts to add entries to an empty section, or
provide a way to populate the initial list, e.g. from the board resolution.
Perhaps start by rejecting updates to empty lists.
