Summary: Add ability to list podling committers separate from PPMC

The roster tool for podlings currently doesn't have the ability to
differentiate committers and PPMC members. While its true that the aim is to
have committer == PPMC, not all podlings do this. I think it would be useful
for the tool to have the roster listed include some attribute for PPMC members
different from regular committers.
