Do we have an instance of a podling where PPMC != committers?
Could there be an attribute someplace (perhaps in podlings.xml) which would
indicate whether a PPMC wants committers == PPMC or not? If not, this could be
something that the person adding a new member would have to specify every time
they added someone.
