If you use this interface to add a new committee member, it will update
committee-info.txt for you. It will set starting date to the date you made
this change. Starting date is the date the individual was added to the PMC,
which can be different than the date they were added as a committer.
Leaving this issue open as the documentation still needs to be updated.
