Summary: Allow for removing people from (P)PMC but not as committer

At present i's only possible to remove (P)PMC members if they are also removed
as committers.
Likewise podling mentors.
It ought to be possible the just drop people as (P)PMC members or mentors.
Whilst rare, it's not unknown for people to resign from a PPMC but want to
remain as committers.
Also, if a committer has been added by mistake (or too early) to the (P)PMC it
ought to be possible to undo membership without dropping committership.
