For the moment: ACK.

There are two problems here: the hard one is that usability one.  You
entered a comment and it wasn't obvious to you that the comment had
not been posted.  I need to think about that one.

The second is a much simpler bug.  Comments entered on one month's
agenda shouldn't carry forward to future month's agendas.  This is
partially implemented (enter any comment on any report, and previous
comments will be discarded).  But clearly not fully.  I'm traveling at
the moment, but have a good idea of how to fix this; it may not be
until early next week that I get to it.
