It's the other way round - the Whimsy code has been adjusted several times to
deal with different layouts.
However this is getting increasingly complicated and difficult to test, so it's
easier to ensure that the minutes are consistent, especially when the changes
only involve white-space fixes.
The currently expected format is a row of dashes (hyphens), newline, optional
blank line, podling name, blank line.
This has been the format for some while AFAICT.
