It looks like you went with a separate file. Good choice. You will need to manually add these minutes to the agenda: https://svn.apache.org/repos/private/foundation/board/board_agenda_2019_06_19.txt in section 3. Looking at the minutes, they still specify that they are an agenda in the header and footer, are written in future tense, include instructions for participants in the Roll Call section, and have a section for minutes from previous meetings which wasn't part of the non-board meeting part of the F2F.
