I've been seeing the same exact error for every key regardless if it's on 
keys.openpgp.org.

My previous PR was to use the safer keyserver until there was some mitigation 
in gpg itself so we could switch back to the more complete key pool. Once we 
can use this updated gpg, we can switch the key server back to what it was 
prior.
