Similar to the way we handle emeritus requests we need directories for:
withdrawal-requests-received
withdrawal-requests-rescinded
withdrawn
Withdrawal requests sent to secretary are put into a 10 day waiting area
withdrawal-requests-received. During this time, roster/committers shows the
document in this directory. After 10 day expiration, secretary uses the roster
tool to change the status to withdrawn.
This action is done by moving the withdrawal request to the withdrawn
directory, and moving the member entry in members.txt to a new section
nominally called
