We prefer ASL as that makes possible adoption into an Apache Wicket sub project possible. As for creating a project at Wicket Stuff, you'll need access which will be enabled when we know your sf.net id.
Jira is something you'll need to ask one of the admins (found on this list). Confluence is open to registered users.
