Just a quick update to let you know I've been preparing the 0.13.0 build
today. Unfortunately I haven't been able to upload the artifacts yet as
there are a couple of minor issues to do with permissions for a TLP. (I
can't create these folders)

incubator area)
..and eventually we will also need (http://www.apache.org/dist/wookie/)
I've posted an INFRA issue to try and resolve this.

Suggestion: If this isn't resolved tomorrow I could just put the
artifacts at (http://people.apache.org/~psharples/wookie/) as a stopgap.
