This needs an email address for the particular user - that can be
configured through the profile. The email is required for the tenant admins
during the tenant registrations, and it is handled differently (tenant
admin emails are not stored as a claim). Note that, profile management is
available only for IS, by default. So for this to work, you need to have IS
configured along with your other products. Hence this works fine in a
stratos setup, where IS is surely configured. Removing admin-mgt feature
from the products will remove this feature - if you prefer.
