Its a strange issue. The only difference between the global and api level
sequences are in its name. So essentially what is being claimed here is
that the message is being dropped when you give a different name for that
sequence.

Do you have both a global and api level sequence? Is it in the in or out
flow? Can you share the sequences you have used? I do not see them on the
JiRA.
