This is now fixed in revision r186350. The issue occurred for tenants only and it was the <log level="full"/> that was causing the issue. The reason being that the tenant-axis2.xml was still using the binary relay builders/formatters. Since we're now on PT, changed all builders and formatters to the standard ones and that fixed the problem.
